3. I am to suggest, for the consideration of the

Secretary of State for the Colonies, that it might be

desirable to refer the question raised by the modification

proposed by the Government of India to the Secretary of

State for Foreign Affairs who would be able to furnish a

full statement of the reasons of the decision arrived at

on the point in question in relation to China, and might

be able to give information whether the judicial enquiry

provided by the China (Amendment) Order in Council 1920

has been found to be free from practical difficulty and

adequate for its purpose.
